FITARA gave federal agency CIOs new budgeting authorities and other provisions to improve efficiencies and reduce waste when it comes to buying and using federal government technology.

Federal agencies had until Saturday to submit a self-assessment of their progress toward FITARA. However, 28% percent of respondents said that they are not even familiar with the guidance on implementing FITARA that the Office of Management and Budget issued in June, and only 18% expected to meet the August 15 deadline to implement changes.

According to MeriTalk, 84% of federal IT managers said they expect that FITARA will improve efficiencies.
"Seems that federal IT execs get the concept — but they're short on understanding of the details," said MeriTalk founder Steve O'Keeffe.
O’Keeffe said OMB needs to help guide agencies in order for the law to succeed, and ensure CIOs have the resources they need to enact the changes outlined in the bill.
